In 2007 Peterborough City Council granted outline planning permission for the development of a sustainable urban extension at Stanground, which lies on the south side of Peterborough. The development envisaged the provision of approximately 1,525 dwellings as well as allocating land for Class B1 employment use, together with a site for a primary school. In addition, the scheme included proposals for the development of a local centre to include a range of facilities, but with overall retail floorspace restricted to just over 2000 sq metres.
Following lengthy and detailed pre-application negotiations with the Local Authority on 22nd April 2010 on behalf of HDD Stanground Ltd (part of the Henry Davidson Group); Pegasus East Midlands submitted a detailed planning application for a new centre to include the development of a 4,200sqm Morrison’s foodstore. The centre comprised a petrol filling station (PFS) and recycling facility, a public house/restaurant, five (small) retail units and a children’s nursery
The scheme also included the construction of a new public square at the heart of the centre, with substantial landscaping, public footpaths, cycleways, car parking and service areas. In addition, although not forming part of the detailed application, further land was identified for the provision of a Health Centre/Pharmacy and for Adult Social Care accommodation.
Pegasus Planning Group was one of a number of consultancies employed to formulate and promote the development proposals, including producing a Retail Planning Assessment and Planning Reports to support the proposal. We worked in close co-operation with HDD Stanground Ltd, project managing the application through the pre-application and planning process.
Despite initial resistance from the Local Authority planners (who were particularly concerned with the total amount of retail floorspace proposed), pre-application community consultation indicated overall support for the proposal from the local community. Following further detailed negotiations with Local Authority officers, the application was granted Full Planning Consent on the 20th August 2010.
