Pegasus Planning was appointed to provide planning, landscape and environmental services for the full span of the application for a 15MW Biomass Power Plant at Game Slack Farm, near Fimber in the East Riding of Yorkshire.
During the initial preparations for the scheme Pegasus provided feasibility advice in order to prepare the application for the rigors of the planning system. Our in-house Landscape Design team provided a detailed landscape mitigation strategy which served to pre-empt potential issues arising in the post-submission phase.
The scale of the proposal determined the statutory need for an Environmental Impact Assessment (EIA). This was compiled and presented by our Environmental Team who conducted an EIA scoping process to identify and agree the necessary components with the local authority. In preparation for the EIA Pegasus appointed specialised sub-consultants to produce chapters on matters such as air quality and noise for the Environmental Statement.
In the early states of the process Pegasus carried out pre-application public consultation exercises including hosting and managing public workshops and the production of a dedicated website with detailed informative material, along with key contact details. As a result of this process a Statement of Community Involvement was produced to support the application.
Following these initial preparations an outline planning application was submitted. The submission included a comprehensive Planning Statement, Design and Access Statement and Statement of Community Involvement. The information collated included chapters on Landscape and Visual Assessment, Planning Policy, Climate Change and Socio-Economic Issues.
Activities following submission of the application involved close engagement with both the Local Planning Authority and statutory consultees to monitor issues and provide rebuttals to objections arsing during the course of the application. The availability of in-house specialists in the key policy areas of planning, landscape and environment, as well as close relationships with sub-consultants, enabled Pegasus to alleviate any potential objections. Proactive negotiation was carried out with the Local Authority to ensure that proposed planning conditions were acceptable to all parties.
The outline application was approved by East Riding of Yorkshire Council.
