Decoy House Farm

Pegasus Planning was appointed as lead Planning and Environmental Impact Assessment Consultants for an 8000 pig finishing unit.  The planning proposal was for eight new buildings covering an area of 1.42 hectares, which falls within the 313 hectare holding of Decoy House Farm, situated in The East Riding of Yorkshire.

As well as the new finishing unit, the project also proposed the conversion of an existing farm building to form a farm workers dwelling on the site.

Following pre-application negotiations with the Local Planning Authority, Pegasus submitted a full strategic planning application consisting of a Design, Access and Planning Statement and a Heritage Statement. 

The project was deemed to require a full Environmental Impact Assessment, to include detailed planning policy and a full landscape assessment, which was completed in-house.  Pegasus also oversaw the appointment of specialist sub-consultants to produce the necessary specialist chapters of the Assessment, in particular to produce a Flood Risk Assessment to address concerns of the Council and statutory consultees.

During the course of the application Pegasus co-ordinated a public consultation process, which included the production of informative material and hosting public events for local residents, the local Parish Council and the Local Planning Authority.

During the post-submission phase of the application Pegasus carried out extensive discussions and negotiations with statutory consultees including the Environment Agency and Natural England.  As a result we were able to address all potential planning objections, leading to a decision by the Local Planning Authority to approve the application.

The separate application for the conversion of an on-site agricultural building to an agricultural worker’s dwelling was dismissed by the Local Planning Authority for a lack of justification and ecological issues.  Pegasus appealed the decision on the basis that the conversion was justified due to the presence of livestock and that all ecological matters could be dealt with by condition.  The appeal was allowed by the Planning Inspectorate.
