Stephen’s experience includes leading the planning master planning and pre consent project management on a wide range of the strategic town expansion projects and major infrastructure projects.
Stephen has led the planning and master planning of the northern expansion of Swindon (10,000 dwellings, District Centre, employment and education facilities). The western expansion of Chippenham, including the promotion and planning of the Sainsbury food superstore, all residential development (2,500 dwellings) the business park and the bypass; along with the planning and master planning of the northern expansion of Calne (1,500 dwellings), the strategic expansion of Westbury Leigh at Westbury, including its further extension to provide circa 1,000 dwellings ; the planning and concept planning of the strategic development of Old Sarum, Salisbury (circa 700 dwellings) and is responsible for the planning of the strategic expansion of East Trowbridge.
He has developed a leading role in planning the redevelopment of major previously developed land sites including the mixed use development of the former UEF/Garrington Foundary 20 ha site at Bromsgrove, the new Science Park and Residential development at the former Massey Ferguson Site at Coventry extending to 34 ha and the mixed use redevelopment of the former MOD site at Malvern extending to 20 ha to provide a new mixed use new neighbourhood as the cornerstone of the Local Plan.
Stephen has extensive experience of town centre planning having acted on behalf of food, drink, leisure and entertainment investment and operating companies throughout the Country and has developed a particular expertise in the successful planning of mixed use schemes in City and Town Centres.
In his role as lead consultant, Stephen manages multi-disciplined professional teams and is responsible for the delivery of multi million pound projects through the planning process from inception to implementation. He chairs many working groups involving public and private sector experts and also has an extensive involvement in community engagement in the planning process.

Tony joined Pegasus as a Partner in the Birmingham office in 2004. Prior to that he worked at RPS where he was Operational Director for the Midlands Office; and at Chapman Warren, where he joined the practice in 1996 to open the Midlands Office.
He has extensive experience in respect of the promotion and provision of large development schemes and also giving advice on development appraisal and investment decisions. Tony has over a number of years advised a wide variety of different companies and organisations, including a number of the Country’s major developers.
Tony was previously a member of the House Builders Federation’s regional and national planning committee, and also part of a small group who liaised directly with the then Department of Environment.
Currently he is involved with a number of projects that require extensive discussion and negotiation with Local Authorities, as well as where necessary, public consultation exercises, presentation of evidence at Examinations in Public, Local Plan Inquiries and a variety of appeal and enforcement Inquiries and hearings.

Mike has been lead Urban Designer on many major Master Planning projects and is experienced in preparing Development Briefs and Design Statements, for both private and public sector clients with many major projects now successfully constructed.
He has specialist knowledge of design code methodology, allowing him to clearly convey the benefits of design led solutions.
Mike has also worked on sponsored research projects and is currently involved in producing design guidance for sustainable urban growth.

Thoroughly familiar with landscape and environmental impact assessment as they relate to European and British Environmental Protection Legislation, Andrew frequently manages and co-ordinates environmental impact assessments for strategic projects. Involved from the outset, Andrew co-ordinates the commissioning of multi-disciplinary teams of consultants and undertakes scoping exercises, liaising with relevant Authorities.

He has participated in numerous County Structure Plan Examinations in Public over two decades and acts as an expert witness at major public inquiries.
Mervyn has obtained Inspector recommendations in favour of major new development, including redevelopment proposals within the Green Belt.

At the present time, he is managing/negotiating a planning application/environmental statement/travel assessment produced in respect of a planning application to facilitate the expansion at Biggleswade as established in the Mid-Bedfordshire Local Plan.
John is managing major expansion proposals in the context of the emerging RPG for the East of England at Norwich, Colchester, Braintree, Chelmsford, Harlow, Bishop’s Stortford, Cambridge, Huntingdon, St Albans and Basildon. This strategic/detailed background will be of particular value when assessing the merits of proposals brought forward to implement WEAST. In addition, he is advising developers/land owners with regard to the regeneration/growth of Brackley. John was a participant at the EIP into the Northamptonshire County Structure Plan 1996-2016.
"; // var s7 = "Martyn became the Planning Director in the RPS Group in 2000, and was based in the firm’s Swindon office until 2004. In December 2004, Martyn joined the Pegasus Planning Group as a Partner.
Martyn has given evidence at a number of Planning and Structure and Local Plan Inquiries (formal, informal and Round Table Sessions) into housing, leisure and employment proposals and is currently part of a consultant’s team leading the development of the 160 acre Solstice Park Business Park near Amesbury in Wiltshire for the Amesbury Property Company. He has also advised a Regional Development Agency on possible Port redevelopment as well as acting for mortgagees on a port redevelopment in the South West.

Contemporary planning projects require intense management and coordination. Balancing the merits of environmental protection and conservation against the legitimate drive towards sustainable development involves wide ranging issues and a detailed understanding of these is necessary to efficiently direct development proposals. David offers a commercially aware approach towards project management mindful of the subtleties of decision making in the planning process.

Development appraisal through to Public Inquiries, David provides consultancy advice in respect of all aspects of Development Control. Brownfield redevelopment for residential, leisure, retail and other commercial and industrial end uses including major mixed use developments are typical projects for David. He is an experienced expert planning witness.

Jim is also involved in securing planning permission for mixed use and residential led urban renewal schemes in the South-West, South Coast and the London Boroughs.

He has extensive experience in the promotion of large scale development projects for residential, commercial and mixed use urban regeneration schemes throughout the UK. This work has involved him working with a wide variety of different companies and organisations including a number of the country’s major developers and housebuilders.
Nigel is currently involved in the planning promotion of a number of major urban extensions in the East Midlands as well as submitting applications for residential and commercial developments.

Gary has led a number of private – public sector development schemes and joint ventures, including: Morfa stadium and retail development, Swansea; new council offices for Barnsley MBC; business park development in Knutsford.
Successful planning outcomes require the ability to lead multi disciplinary teams, a personable approach and a forensic attention to detail. Gary offers these skills together with a commercial awareness to ensure planning outcomes that are financially viable. A further asset is the ability to identify development opportunities ahead of the Development Plan process. Gary is presently involved in promoting a number of strategic opportunities through the LDF plan process.
Gary opened the East Midlands office with fellow partner Nigel Harris in 2005 and has since successfully grown the office, offering a comprehensive and professional planning consultancy service.
